Contractor Registration is the legal process under the Contract Labour (Regulation & Abolition) Act, 1970 that permits a vendor or agency to supply manpower to a client. [1, 2, 3, 4]

While a Principal Employer (the client company) gets a Registration Certificate (RC), the Contractor (the vendor) must obtain a Labour License / Contractor Registration before deploying workers [RC]. [5, 6, 7]

📋 Eligibility Thresholds

The law applies based on the maximum number of workers you employ on any single day of the year: [8, 9]

  1. Central Sphere (Central Govt. projects like Railways, NHAI, Banks): Required if you employ 20 or more contract workers. [10, 11]

  2. State Sphere (Private companies, state projects): Required if you employ 20 or more workers.

  3. Note: Many states (like Maharashtra, Karnataka, Gujarat, and Rajasthan) have raised this threshold to 50 or more workers via state-specific amendments. [12, 13, 14, 15, 16]

📂 Documents Required for Contractor Registration

To file an application online via the central Shram Suvidha Portal or your local state labour portal, you will need:

  1. Form V (Certificate by Principal Employer): The mandatory certificate issued and signed by your client company authorizing you to apply.

  2. Work Order Copy: The official contract or letter of intent between you and the client.

  3. Business Constitution Proof: Incorporation Certificate (COI), Partnership Deed, or Proprietorship GST registration.

  4. PAN and Aadhaar Cards: Of the business owner, partners, or authorized directors.

  5. Registered Office Address Proof: Recent electricity bill, land tax receipt, or lease agreement.

  6. EPF & ESIC Registration Certificates: Proof of active social security registrations for your employees. [17, 18, 19, 20, 21]

⚙️ The Registration Process Flow
  1. Procure Form V: Request and collect the signed Form V from your client’s HR or compliance team.

  2. Create Portal Profile: Register on the state labour department portal or the central Shram Suvidha portal.

  3. Fill Form IV: Complete the digital application detailing your work scope, wage rates, and maximum worker count.
